China: "Competition" Coming to People's Liberation Army Procurement ProcessThe General Armament Department of China's
People's Liberation Army (PLA)
has announced that manufacturers of equipment and weaponry for China's armed forces must
apply for official qualification certificates. Competition for PLA weapons programs
will be open to Chinese domestic and international manufacturers. The PLA has been
involved in a multi-year test procurement program under which military equipment has been
purchased from both military and civilian manufacturers.
Laguna Research Partners anticipates that this program
will result in a long-overdue improvement in the quality of PLA military equipment and
weapons platforms. We also anticipate that China will use an expanded equipment and
weapons "outsourcing" program to solidify relationships with geo-strategic
economic, energy, and military partners in the China Rim region as well as around the
world.
